Yes you are right. TCP is not supported and it should be planned in the next
steps.
Note: currently we use open source SIP parsers from NIST, we reimplement the
UDP
transport layer for historical reason.

Is the RCS stack fully implemented using UDP or does this issue only affect
part of the stack? I guess that for the presence notifications and MSRP
messages it can be a major issue.

For MSRP we use TCP of course.
TCP is missing only for the SIP part. In this case, presence notifications are
received via UDP. But we haven't seen any problem during IOT test fests (no
network issue found on UDP packet fragmentation).
