Provisioning : some parameters are not reloaded on Service restart but on Application Kill/Start #211

What steps will reproduce the problem?
1. Configure correctly the FTHTTP service
2. Start a GC 
3. make a FThttp 
4. The Fthttp is sucsessfull
5. end the GC
6. change the configuration of fthttp server adress (to an non existing server)
7. Stop the Joyn Service (uncheck Joyn service in Settings)
8. Start the Joyn Service (check Joyn service in Settings)
9. Start a GC 
10. make a FThttp 
11. the FTHTTP is still succesfull
12. Kill the service 
13. start the service
14. the FTHTTP dont work.
