Release IWYU 0.4 #185

This is a tracking bug to aggregate things to do before release.

- Python cross-compatibility: 
https://groups.google.com/forum/#!topic/include-what-you-use/ZUzckJFYM8I
- Merge all 3.6-compatible changes to clang_3.6
- Build binaries:
  - Windows (kimgr)
  - Ubuntu (vsapsai)
  - Mac (vsapsai)
  - FreeBSD (kimgr)
- Bump version string in iwyu_version.h

Fedora 23/rawhide has updated to LLVM/clang 3.6 so when this release is 
available, I'll update iwyu there as well.
