Implement polling for the file: `udx-channel.json` #249

  1. The file udx-channel.json will be update more regularly.
  2. The file is currently still commited as part of the Source Code.
  3. Implement a polling feature to check if the file has changed or not.
  4. The file will be updated regularly via Cronjob.

File is being read every time the job runs.
