This package is used as optional package in other app. It is simple Tor package build packed in NSIS installer.
If you want use Tor for browsing better variant is Tor Browser: https://www.torproject.org/download/languages/
If you nevertheless want use this package, then Firefox settings might be something like this:
P.S.: but for privacy reasons for browsing I still recommend Tor Browser instead Firefox + Tor proxy.
I just wanted to use Firefox to test the proxy functionality, only to end up using the proxy with another application. Since the provided link only provides a page to download Tor Browser, and not the Tor proxy, I was confused as to how users are expected to know how to work with this tool.
Regardless, I did exactly as you showed in network settings, which, as said before, doesn't work.
I don't know why. There are no errors or logs that I can find. So that then brings me to open an issue.

Another method -- change port on 19050, and see what page opening show.
Can you please add some instructions? Because a default installation doesn't exactly work... Like, at all.
I've set Firefox to SOCKS at localhost:9050 and it's still happily using its own network I/O, whereas tor.exe is not get any network I/O to speak of. It's also WAY too fast to be going through Tor.
So that means it's not working. But I have no way of knowing what isn't working in a tool that is completely devoid of any kind of instructions of any kind.
