FAILURES DETAILS and FAILURES BY REASON doesn't work due to the invalid jira integration #2319

Unable to see results for widgets generated by FAILURES DETAILS and FAILURES BY REASON templates as jira integration was refactored a little bit.

fixed. please test such scenarios to verify the ticket:

  1. assign any valid ticket to the failure with non-existing jira integration -> in the FAILURES BY REASON and FAILURES DETAILS widgets it should be displayed as a text only
  2. setup valid integration with jira -> in both cases it should be disaplyed as valid link to the jira adding /browse into the url automaically and correctly
  3. disable jira integration in settings -> again data is displayed as a text only

Verified on develop branch., FAILURES BY REASON impossible create now, FAILURES DETAILS is removed.
