Describe the bug / provide steps to reproduce it

Open two untitled buffers
Switch between the two tabs
💥 When switching, the hint briefly changes from ^enter to generate to assistant::InlineAssist to generate, creating a flicker

Environment

Zed: v0.164.0 (Zed Nightly ebaa270bafbd8b4ca504436c5178c68dc81618e7) OS: macOS 14.3.0 Memory: 128 GiB Architecture: aarch64
