NPCs occasionally do not put away a previous animobject that was in use before #127

Describe the Bug in whiterun for example which is a place you can test. some npc's hold buckets weirdly how they are not meant to be held. and eat bread whilst holding the bucket in their hand.

I have seen this occur a few times, it seems NPCs do not always put away a previous animobject that was in use before. They might walk away from reading a paper with it still in their hand, etc.

Unsure what is causing it, it's rather benign but should be looked at.
