NPCs attack SkyTest rats in Ratway #97

NPCs in the Ratway will attack the tiny rats that SkyTEST adds as ambiance.

I thought I had nailed this, but it does still seem to happen. I would like for this not to happen.

Those in the ratway are now allies with the rats, so they won’t attack them. This has the side effect of them “helping” the rats if you attack them, however they attack literally anything they see except the rats already.
