Zoning Tool works fine on first load, but fails after reload or load after another tool #6

If you first load the game, you will be able to use the Zoning Update Tool just fine if it is the first tool you use. If you use any other tool and then switch to the Zoning Tool, the tool will not work.

Gotta figure out why.

I was able to get the tool to work. Going to do some play testing, clean up code and then create a PR.
