Add permanent node id tutorial #20

Solution: Explain how to generate a node key secret file that is used to generate the same node id. This solution explains how to generate the file in the host OS (OS specific) Alternative solution: Explain how to generate a node key secret file and generate a new docker image out of the original zeitgeist docker image that contains and uses it. I don't like this solution, because it is cumbersome to do this every time the docker image is updated. In the other solution, the procedure is executed once and works for every consecutive update of the zeitgeist docker image.

Still todo: Windows tutorial and test on MacOS
