[Court] Additional messaging support #2032

As a juror, I would appreciate being notified (for example via email or Discord) when I got assigned to a court case.

I definitely agree. Off app notifications is something we want to do but requires some infrastructure so dont have the prerequisite systems in place to implement this right now.
