Allow people to set (and unset of course) their birthday with a slash command. Then, a birthday channel can also be set (and unset) with the same command. When some ones birthday is at the given day, the bot will send a notification message in the specified channel.
The birthday announcements should also be time zone specific. That could be specified by passing the time zone with the birthday date. For example /birthday set 1998-12-12+1 to specify a birthday notification in the time zone UTC+1 (CET).
