[Feature Request] Ability to reload /vote command's message the same way rewards can be reloaded

The best way I can see to do this is to move that option to a separate json file. Reloading from Forge's config file is a pain.

I've managed to figure out a way to make reloading possible with forge's config format. I will be implementing this suggestion in the near future
