Add decodelog tasks to allow decoding events

I created this additional task so I could decode logs, thought it would be useful to others.

Thanks for the PR! Just need to make small changes, seems I can't push to DefinitiveCo:blake/decodelog, I'm merging this to a temp branch and then to main.
