Tab bugs when "allow workspaces have their own pinned tabs" is on #1552

What happened?

Set as the above, when the workspace option "Allow workspaces have their own pinned tabs" is on, two bugs were found when playing with the tabs:

  1. Given one of the workspaces has pinned tabs (pic 1), switch to another workspace with no pinned tab but a lot of tabs. There's an empty area below the tabs and above the bottom buttons even if the tabs overflow their container and a scroll bar can be seen (pic 2). The empty area seems to have the same height with the pinned tabs on the first workspace (pic 1).
  2. Given one of the workspaces has pinned tabs (pic 1), switch to another workspace with no pinned tab but a lot of tabs. If I try to drag and move any one of the tabs, it cannot be moved above the third visible tab from the bottom (pic 3).

No bugs were found when in the workspace that has the pinned tabs, or when "Allow workspaces have their own pinned tabs" is off.
