Let workspaces respect the startup setting "Open previous windows and tabs" #704

What feature would you like to see?

I was testing the browser, enabled workspaces and the "Open previous windows and tabs" setting, then proceeded to create two new workspaces and open tabs on them. After that I closed the browser, but when I opened it again, only the tabs in the default workspace were there, the other two workspaces were empty.

I'm not quite sure if this is a bug or not, but I think the tabs on all workspaces should come back when that setting is enabled, I think it would make the feature even more useful on the long run.
