Add speed limit attribute #648

When merged this pull request will:

Add settings to toggle certain attributes being shown (Lock, Respawn, Speed Limit)
Add slider attribute to control vehicle speed limit

Is this important (used frequently) enough to warrant an attribute or would a module be better for this feature?

I was actually thinking that the attributes screen was getting a little crowded, and that I certainly use this command much more than the Vehicle Respawn ones. Maybe we can have CBA settings to hide certain attributes that a player does use?
