Feat: proposal lifecycle & new proposal form update

Este pull request abarca, a grandes razgos, los siguientes puntos:

• update en el frontend, con la arquitectura del manejor de estados globales que representa las bases de algunos ciclos que estuvimos definiendo los ultimos dias.
• Este update plantea el manejo del fetcheo de algunos valores del contrato a mumbai
• este update tiene una refactoriacion en el alta de propuesta donde se usan estados globales para persistir la data entre los tabs a completar y las acciones que se ejecutan en cada uno de los tabs.

This pull request broadly covers the following points:

I believe the pnpm.lock is fixed, can you check on your end? still failling but perhaps for another issue.
