ZendServer 2021.1 support added to api version list

Why

zs-client.phar that comes with ZS 2021.1 does not fully support its own version

Reproduction scenario

• Have running ZS 2021.1
• Have valid WebAPI key
• Add valid target

  # for example
  /usr/local/zend/bin/zs-client.sh addTarget --target=local-zs --zsurl=http://127.0.0.1:10081 --zskey=admin --zssecret=validkey

• Try to invoke any comand with --target

  # for example
  /usr/local/zend/bin/zs-client.sh serverValidateLicense --licenseName=1111 --licenseValue=LICENSEKEY --target=local-zs

• Assert it breaks with

• Try to invoke any comand without --target, with 3 direct arguments

• Assert it succeeds

What

• The version 2021.1 is added to the array of $apiVersionAvailability
• Commands with --target now succeed following the aforementioned reproduction scenario

Technical notes

• I didn't find any higher version that 1.17, but I was looking in headers, like Content-Type: application/vnd.zend.serverapi+json; version=1.16; charset=utf-8, so I might miss something. Please kindly adjust the version if it is necessary and appropriate.
