Make sure that tickets have upated to agent status every time they are saved

In the event that a ticket is assigned to an agent but doesn't have the agent_ooo tag, add that tag as part of the save hook.

we already know what the agent's status is so we can do a services.notify on it
this would alleviate issues with manually assigning tickets to agents after they change their status (due to having preventAssignOOO disabled)
this will still not address tickets automatically assigned to users by triggers or automations.

done(ish) update many endpoint is much more reliable so this is less of an issue
