App is preventing assignment even though "prevent assignment" is not enabled

I've tried toggling the setting, but regardless of whether it is checked or not, assignment is prevented.

This is a new behavior. It was allowing assignment until very recently.

Aaand suddenly it's working as expected. 🤷‍♀️
