Switch to Ruby 3.0+ Compatible Bitbucket Omniauth Provider #4066

Note: Samson is a public repo, do not include Zendesk-internal information, urls, etc.

Description

Our current bitbucket omniauth provider isn't compatible with Ruby 3.0+, so we're swapping over to omniauth-atlassian-bitbucket
