Removed exceptions - use exceptions from zend-expressive-authorization instead + fixes

The same we have done in zend-expressive-authentication-* libraries - always we are using exceptions from the main repo.

• removed exceptions - use exceptions from zend-expressive-authorization instead
• added strict type declaration
• tests improvements
• updated to PHPUnit 7.0
