Added PHP 7.3 support - updated Travis CI configuration and dependencies #60

Updated Travis CI configuration by adding by PHP 7.3 to the matrix. Removed sudo: false. Updated dependency zendframework/zend-view to the version which supports PHP 7.3.

Thanks, @webimpress; cherry-picked to develop, as no code changes were required, and dependency changes are within the same major versions.
