I don't see a lot of sense in this addition.

No, these settings are just as valid in development.

Forgive me if I'm not seeing it correctly, but doesn't opcache.revalidate_freq=60 make it impossible to do development?

That's right. This should be broken out in a separate section. The rest is still useful in development.
