Notify Icon Fails to Show Up, Nothing But Static is Heard #26

Running itunes on windows 7 ultimate 64 bit

I assume the program is suppose to start up and the notify icon is suppose to 
give various info about what is going on, but instead the notify icon 
disappears after I hover over it (this often happens when applications crash 
and explorer doesn't clean up the resources until later)

I am using the latest iTunes 64 bit edition and windows 7 professional 64 bit. 
I have attempted to take apart the code and modify it/fix this but I realized 
very quickly I have no idea what I am doing.

I also forgot to write in (derp) that when I go to connect to the stream, 
nothing but extremely loud static is recieved.
