In changelog, newer release headings are not shown in TOC #20

It seems that @semantic-release/release-notes-generator now outputs these headings as h1 (one #) instead of h2 (two #s).. Not sure why, since conventional-changelog-writer documentation shows use of h2 (##) here.

Something seems to have changed between release 0.3.3 and 0.4.0, but I have no idea what it could be..

No, Docusaurus just does not include h1 headings in TOC. Major & minor releases use h1 heading.

Closing since website was removed in 7a0fcf8775ca562e44919481bd2c394cc35deeec
