Framework and samples - "Culture" problem with XML files #301

just a little glitch concerning how 'culture' is handled in SampleFramework
and other samples (like Asteriods game).

Asset files (UI xml files for example) aren't loaded in a "culture
independent" way and lead to exceptions (parsing errors) on system not
using '.' as decimal separator.

Good catch. It's nice that somebody not in the English culture is using our 
stuff. I
believe I have fixed the problem. The fix will appear in my next commit.
