RenderTargetEnabledCollection and RenderTargetWriteMaskCollection are never used #360

The two classes RenderTargetEnabledCollection and 
RenderTargetWriteMaskCollection are forward declared in 
BlendStateDescription, but have no definition, and are not used anywhere 
in the code. They should be removed if there are no future plans to use 
them
