D3D10: EffectVectorVariable, more set options #374

The native API has set for integers and Booleans, but it would be
especially nice to be able to set matricies and matrix arrays (maybe it's
easier to cast from matrix to float* in C++ than in other managed languages).

nevermind i figured it out.  just the layout was a bit different, but it's fine.
