Exception Tips #400

It'd win us some "professional" points if we added tips to our exceptions
in the Exception Assistant. Requires us to figure out where VS is installed
on the user's system.

Also, I'm going to follow tradition here and blob another issue in here:
Help integration with Visual Studio would probably be a good idea as well.
Being able to press F1 on a symbol and get help is a cool thing, albeit
something I don't really use personally.

The environment variables VSINSTALLDIR, VSINSTALLDIR, and VS90COMNTOOLS point 
to 
various useful directories for the VS installation.

Not really interesting anymore. My main reasoning behind this was the retarded 
state
of compilation exceptions, but I fixed that up.
