This hasn't been built/tested, but should reflect all of the changes made to vagrant-spk for Buster and PHP 7.3 on the TTRSS repo. This includes testing with the new CSP restrictions in place. I moved the php.ini files in the rootfs structure, but did not edit them. I also did a find/replace on sandstorm-files.list for 7.0->7.3, so we don't lose any of those, but we should probably expect some of the Linux lib dependencies to update once you build and test the app using this. (We should just be suspicious if we see any drop instead of version-bumping.)
