Add the aws-kubeflow-kserve recipe #9

This recipe builds on top of resources in the aws-minimal recipe and adds the Kubeflow and Kserve components from the gcp-kubeflow-kserve recipe.

Detailed steps and commands for everything from building the recipe to creating the secrets will be a part of the README.

Modifications to `aws-minimal`

Some important changes to the existing aws-minimal recipe are also a part of this PR.

adding explicit dependency between the VPC and EKS cluster to help with the deletion
adding a default password for MLflow tracker
configuring the local docker client as part of recipe execution
explicitly configuring the region for the aws provider
