In service of #17 , generate a parametric representation of Autumn programs without any variable constraints.

There are several kinds of constraints

In body of function or let expression, only variables used are those in scope
In choosing variables for function arguments / let expression / global assignment cannot use existing variable
Type definitions should match, function arguments

Nice to have:

In body of function, all the variables should be used. Otherwise why are they there?
