Adding Citation for GPT-MT Report

Description and Motivation

We are working on the evaluation of LLMs for machine translation and we find this report very valuable for our work, hence I thought adding a citation would be helpful.

Expected Behaviour

1. A link will be automatically added to the repository landing page in the right sidebar, with the label "Cite this repository." This makes it easy for others to cite your this work project, using the information in the CITATION.cff[1]. Screenshot attached.

2. Adding citation BibTeX/APA into Readme.md. Screenshot attached.
