Ruleset API endpoint rejects signing IDs containing underscore and minus characters #966

Signing IDs that contain the _ or - characters are rejected by the Zentral ruleset API endpoint. Can support for those characters be added to the ruleset API, like was done in the GUI for Issue 788?
