Print frame latitude and longitude labels too infrequent #90

What steps will reproduce the problem?
1. At certain zoom levels the steps between labels is so large that most print 
frames only contain one label on an axis. This means that the user of the map 
has no idea of the scale between the tick marks.

What is the expected output? What do you see instead?
A minimum of two labels per axis is necessary in order to tell the scale. This 
could be improved by optimising the steps between the label markings i.e. 
adding 0.5, 0.05, 0.05 labels. Additionally if a print frame still only has one 
label on an axis then maybe the first and last minor tick could be labelled.

What version of the product are you using? On what operating system?
1.4.8

This is an example of not enough labels on the axes.
