Error opening GDB in the Data Naming Tool from new instance of ArcMap #10

What steps will reproduce the problem?
1. Open a new instance of ArcMap - do NOT open an MXD
2. Open the Data Naming Tool
3. Try to browse to a GDB - an exception dialog will appear.

In the absence of an mxd to guess a path from the DNtool was attempting to set 
the initial folder of the open GDB dialog to the previous location. Since this 
is a new instance of ArcMap there is no previous location.

Fixed - if there is no previous location, ArcObjects decides the initial folder 
for the dialog.
