OCT - tabs only selectable when in Edit mode #38

What steps will reproduce the problem?
1. Open the OCT with an exant operational_config.xml file
2. Do not select the edit check box
3. You will not be able to switch tabs

What is the expected output? What do you see instead?
It would be good to be able to switch tabs to inspect the content of the file, 
without making it editable.

tabs accessible but not editable in non edit mode with a current xml file set up
