Create date/time not updated by layout tool

What steps will reproduce the problem?
1. Create a map
2. Run layout tool
3. Create data/time is not updated

What is the expected output? What do you see instead?
Either:
- The create data/time should be updated by the layout tools
Or:
- The create data/time should be dynamic text.

Create date and time will be updated by dynamic text. Only the timezone will be 
updated from the config xml.  This has been completed.
