Inconsistancy in tooltip details between tools #44

What steps will reproduce the problem?
1. Hoover over each of the tools on the toolbars.

What is the expected output? What do you see instead?
Meaningful and consistent tooltips. The test of the tooltips is not consistent.

Please use labels and text to provide additional information.
