sysadmin friendly installer is required #46

An installer that wraps all of the different addin files into an single install 
action is required. This must neatly integration with wpkg. An MSI based 
installer is preferred.

Works for MapAction purposes but a bit messy under the hood. It doesn't cater 
for the situation where someone installs the addins in a non standard location.

Python script to be updated to fix Quotation marks missing / space in script 
path.

This file is set to run at login and handles registering the Addin Files:
arcgis10_mapping_tools/arcaddins_for_testing/per-user-esri-addin-install.py
