Config tool permits blank language, conuntry and time zone fields #51

What steps will reproduce the problem?
1. Open the Config Tool and create a new op config tool
2. Leave the language field blank and press save

What is the expected output?
The Config tool should warn about blank language field.

What do you see instead?
No warning is given.

Edited an existing config file, blanked each field (language, country and 
timezone, couldn't find the conuntry field :-) ). 
Clicked Update XML.
Tool updated xml with blank values. 

Replicated same when creating a new config file.

There is a blue validation issue icon beside the fields which 
appears/disappears as appropriate. If this is all that was intended then fix is 
successful.
