Config Tool - time zone drop down does not list all possible UTC time zones #52

What steps will reproduce the problem?
1. Open the config tool and create a op config file
2. Click on the time zone drop down.

What is the expected output?
The list should contain all the elements included here:
http://en.wikipedia.org/wiki/List_of_time_zones_by_UTC_offset

What do you see instead?
A list with just the whole hour offsets

Please use labels and text to provide additional information.
