No validation performed in Config tool on operation ID #53

What steps will reproduce the problem?
1. Open the config tool and create a new config file.
2. Either leave the operational ID field blank or enter an invalid value (eg 
negative).

What is the expected output?
The tool should warn about blank values or invalid values.

What do you see instead?
No warning is given.

doesn't seem to be any validation happening against operation id still.
Tested with negative numbers, letters, symbols. 
'Textbox is empty' icon appears when box is empty, once anything is entered 
tool allows the XML to save.
Beginning to wonder if these are the most recent version of the tools ...

Tested again after code was recompiled. 
Results same as above.
Tested with negative numbers, letters, symbols. 
'Textbox is empty' icon appears when box is empty, once anything is entered 
tool allows the XML to save and no warning icon appears beside box.
