Map number is not auto generated from mxd name

What steps will reproduce the problem?
1. Save an MXD with an appropriate name.
2. Open the Config tool and create an op config file
3. Open the layout tool and hit the "update all elements" button

What is the expected output?
There should be automatic value option for the map number, based on the mxd 
filename up to the first hyphen/underscore character

What do you see instead?
The layout tool does not include an auto generate option for the map number
