Foreign Language Templates #64

We do produce maps in foreign languages. French and Spanish templates have been 
created. The map elements are in English which allows the tools pickup the 
element content. The "Text differs from default value" warning appears. A 
suggestion for next time is to with include translations (ask Jorge & Robert B) 
for the default text, or have a "This map is in a foreign language" check box, 
which then allows the tools to ignore the values.
