Config XML will not save #68

What steps will reproduce the problem?
1. Open config tool
2. Set folder path
3. Complete dialogue and save

What is the expected output?
Saved config file

What do you see instead?
Configuration file not created.Error creating file, please check you have write 
permissions to the directory before trying again

What version of the product are you using? On what operating system?
Arc 10.1 W7

Please provide any additional information below.

Workaround: make sure that you specify 'Export tool path' (as a sub-folder of 
Crash move folder path) under 'Settings' as well as Crash move folder path. 
Then it works.
