Map Document Name Checking - Renaming tool/ function #82

Acknowledging that the map document naming convention has its problems - in 
particularly versions, updates, corrections - there is still a lot of 
inconsistency in naming. 

In a similar vein to the data renaming tool, it would be useful to have a 
similar tool or function for map documents. This could be either as a separate 
tool or as part of the export tool.

Functionality might include - 
1. Checking the various clauses - apart from the MA number, these would have to 
be looked at, but could include geoextent, map theme & category.
2. Check for duplication of document file names
3. Renaming and saving of a document

Hopefully this would help with the cataloging and management of map documents 
as well, particularly if the details could also be thrown into a map tracking 
spreadsheet
